What Aren’t We Seeing?
Given the primacy that stabilization and COIN lessons from OIF have in our minds, everyone thinks the same thing when they see these sorts of pre-OIF materials: Phase IV won’t be that easy.
Assume for the moment that this assessment becomes the conventional wisdom, and is therefore addressed. In such a case, what aren’t we seeing? What is the next utterly obvious lesson hindsight will teach us? What’s the move after next?
